The survey of 3,501 primary schools said the average state school pupil spends just eight hours and 15 minutes a year in swimming lessons at school, far below the 22 hours the Department of Education recommends in the national curriculum.

Parents do not have to choose the welcoming school. They can choose almost any school in the city that has space. Off-limits are selective enrollment schools that require testing.
